Nothing to do with the Constitution. While the SC have repeatedly affirmed that owning firearms is a constitutional right, the actual details of how that right is implemented are (largely) left up to the States. In this case, if the Nebraska courts and legislature have decided that it’s legal to carry firearms inside the state capitol, that’s how the Constitutional right works in Nebraska.

That's precisely why I said the Constitution doesn't guarantee anyone the right to take a gun anywhere they want, there are laws that limit this right. But of course it is related to the Constitution. Any law, whether local, state or federal cannot override Constitutional rights. This is why the NRA has such a hard time with it. They believe the 2nd Amendment is absolute and all laws curtailing the ownership or use of guns is unconstitutional.
