Reviewing what Biden said, no - I don't think he lied. I think he overpromised, and he certainly gave the impression during the debate that MLB himself would be punished.

Trump also sanctioned some Saudies. But isn't that the same routine for years? I mean a Saudi official does some with the help of the U.S; and only gets a "sanction" or two.
Unfortunately, short of rolling tanks, the practical tools of foreign policy all have serious limitations and shortcomings. You can't make a country do something except by force.
