That medical cost study has all kinds of flaws.
Let's take California for example. https://www.sfchronicle.com/crime/articl...440702.php Black people were three times as likely to be arrested in 2016, and with the stats from earlier in the thread, blacks are what, 2.5 or 3 times as likely to be killed by police? Many more encounters with police per capita leads to a higher possibility of dying at the hands of police.
In San Francisco, a black person was 7.75 times more likely than a white person to be arrested in 2016, and in San Mateo County a back person was 9.3 times more likely to be taken into custody.
In 2018, the rate of arrests for violent crime was 3.6 times higher for blacks than whites. https://www.bostonglobe.com/2020/06/11/o...-killings/ , although the author of this piece argues that blacks and whites being killed at a similar rate per encounter is a misleading statistic and not a particularly meaningful statistic for other reasons.
