In florida, he'd be right by accident, though it's mostly due to deregulation in agricultural production and industry, not residential construction. Big sugar, the strawberry growers ass, and space coast manufacturers have spent alot of money and time trying to convince the locals that the influx of retiring olds and invading browns are drinking up all the water - but that's just another case like bottlers successfully convincing the consumer that they were responsible for the companies' manufacturing waste.
I;ve gotta say, having grown up at the start of the contemporary environmentalism boom, coinciding with the rapid development of florida...I came out the other end with absolutely no confidence that we the people would do the right thing even if we knew what it was, even if we knew a literal paradise that we lived in was on the line. That, to me, was just foreshadowing for our current global crisis, in retrospect.
