It's worth pointing out that even the propmaster is being looked at as a witness, and not a suspect for any criminal wrong doing. That's gonna hurt any future civil claims as well. Meanwhile, had baldwin not shot the people he did, he was going to shoot whomever was in the scene with him. As far as not letting someone slide - well...there's someone that might apply to, but it isn't baldwin, at least not for the shooting itself.
Corporate culture of malfeasance claims are exceedingly hard to prove, they mostly rely on settlements - but I doubt that anyone in this instance is going to be keen to settle when they know that. Accidental injuries on set happen, shootings are comparatively rare, but only because guns are a comparatively rare prop in the set of all props. There was a brief moment where I was involved in selling fire suppression systems - our best closer "it's only a matter of time".
