Perhaps, but "To kill brutally or inhumanly" addresses the situation just fine. Drowning is a brutal way to kill and as god is not human, it killed "brutally and inhumanly". The reason was the "sinning" of mankind, which would make an argument, but the babies were unable to sin so they were "unjustly" killed in a brutal fashion. The bible god committed "murder".
