Next time, it could be a more manageable situation - pick him up at home, at his job (he's a refugee, they know where to find him). Maybe a day or two delay in sorting out a number-plate violation might be worth it to avoid, you know, killing a 26 year old with two little kids.

Why wouldn't he - if he knows the cops won' t chase him?

A better plan would be give offenders an automatic 5 year sentence for attempting to evade arrest.

If those stopped simply complied the number of killings would go down - as goatfuck confrontations - like this one - would be fewer.
