What about the infrastructure that's already here?

Apparently you don't know that the necessary infrastructure includes services supplied by people, such as maintaining and running physical infrastructure such as roads, electrical grids, and so on, and nonphysical infrastructure such as repair services, waste services, health services, and so on.
