What makes someone a Muslim is that they believe in God and that the Quran is the direct word of God. If you’re not religious, you’re not a Muslim.
I know a fair number of Jews. I don’t know any who describe themselves as both atheist and religious.

That article doesn’t support your point - ‘Jewishness’ is cultural and ethnic as well as religious. ‘Muslim’ describes religious affiliation only.
In other words, someone can be non-religious and still be Jewish. In order to be Muslim, one has to be religious.
