I doubt it takes any work or coordination. It's just who they are. Trump doesn't give a shit about putin, for example. He didn't try to extort ukraine for putin, but for himself, and he doesn't play to the nativists with bullshit about ukraine so that putin wins - but rather in the hopes that biden will lose. The banality of evil. No thought, no care, no active or directed choice. Hell, musk just set fire to billions of dollars in a desperate bid to get people to like him..and it didn't work.
