Wagner and the russian MOD just had a very public spat over an extremely sore point for the russian war effort. Maybe putin wanted them fighting, because it's some part of how he maintains his authority. Maybe he's lost some part of that authority and this being so public is a demonstration of that. Maybe it was all a brilliant russian disinfo op.
I think this is a kiss and make up on good terms for both sides. Wagner made bakhmut it's thing. Wagner really was the only outfit making any kind of progress whatsoever for the majority of this war. It's demonstrably clear that russian combat units were not being adequately or competently supported. Wagner does not mind claiming victory over piles of rubble. You can save the regulars for the "liberation" of some still living city in future. It will look alot better - they can even bring their parade stuff!
