Indeed. It really does seem that scapegoating an 'other' is a standard tactic for many religious and political ideologies. Its easy to manipulate people, especially it seems likely there's an inbuilt distrust of difference and disgust of certain things in many people.

Again, true. Scared people can be dangerous. And it's easy for the media and institutions to stoke fear and hatred, esp in the age of social media. I suspect things are going going get worse before they get better.

I think the issue is that so many are now thinking it is their business, that their kids are at risk, or it's damaging their country or some other silliness.
