Well, I suppose that democracy isn't required for human rights - but it's equally difficult to see how human rights would be established in practice outside of a democracy.
Authoritarian governments often dangle in group privilege as the bait, and call that human rights...but I think we can probably all see at least some distinction between what rights all humans have (or should have, if we prefer) and what privileges party loyalists enjoy. Even party loyalists see it, that's why it's compelling to them, lol.
