A civil service full of lackeys wouldn't even do -him- any good. They would not have informed him during his transition of russias actual bargaining position..for example. So, rather than being able to defy his critics, play the strong man, and make an abrupt about face on ukraine..... he'd still be trudging along looking like putins bitch.
