Russia has been invading ukraine since 2014. The plans were "put on hold" because there was a "border dispute"...which will be perpetually true so long as it keeps ukraine from escaping the genocidal russian thumb. They have since been "put on hold" because russia won't stop threatening to destroy the world if ukraine makes it's own security arrangements.
