I would recommend a few hundred million man hours and a few donations to the state.
A few such donations would involve large warehouses with massive machines in it. These machiens could build things that people want.
The man hours would be divided between thousands of people. We'll call these "jobs."
The profits from these "jobs" could be used to donate to the relief fund of hte people they've wronged.
We could call that fund "the education department" and/or "healthcare."

If today you can take a thing like evolution and make it a crime to teach in the public schools, tomorrow you can make it a crime to teach it in the private schools and next year you can make it a crime to teach it to the hustings or in the church. At the next session you may ban books and the newspapers...
