Here's the basic thing: a lot of bills that pass through legislature (from city to federal levels) are just resolutions that have no real legal standing, like this but are merely P.R. of one entity to another. This "Year of the Bible" resolution seems to be one of them. It's very common for this sort of thing to go through the legislature without being read, and it's common for legislators to rubber-stamp things like this in the hopes that someday, they'll return the favor by voting on a bill of consequence.
