The operative word is' apparent',especially to the average politician,who will always look for a simple solution to complex social issues. Such an approach gives the illusion that said politician is actually doing something positive,when in fact he/she is simply becoming part of the problem.
Two other graphic examples are "The War on Drugs" and "The War On Terror".These are meaningless sound bites.
