I have a guess, which may be bullshit. From what I understand Africans still associate homosexuality with Aids. From what I understand Aids is stigmatized in Africa because of it's association with homosexuality. I would not be surprised if somehow in their minds they think they might alleviate their aids problem by preventing homosexual sex. This is just a guess here. If it is true why can't they ban the Catholics who want to ban condoms? Wouldn't that be more productive in slowing down the spread of aids.
