Hahaha, of course! Just like any ruthless dictator would do! Instill fear in the populace, crush their will!
By the way, when you say 'his laws weren't arbitrary' doesn't show why they should be obeyed, other than for fear of punishment. There was no good reason for the law, other than that god felt like it.
