Forgive me if this sounds cynical, but wouldn't that just lead to -more- people voting against the other guy? How would that deal with people figuring their party couldn't win (and thusly boosting the numbers for a different candidate in the initial round....and then against a candidate in the runoff). Unless that sort of political calculus and risk management is entirely subverted by the system I can't see it going away.
