Suggest a better title. I spent a good 5 minutes trying for one before simply paraphrasing the title I got on my link aggregator.
But you're right -- advice != banning.
However, given the timing of it, without the subsequent outrage against the rapists, makes the institution seem more concerned to avoid being in the news than looking out for their own ( to which advice is often given and welcomed as opposed to covering ones ass.).
