1. No. repenting doesn't change jack shit. He needs to make restitution in order to become a better (not necessarily good) person.
2. Yes, a human is beyond recovery when he repents in the hopes of lessening the earthly restitution he owes. ie he is beyond hope when he thinks it helps his sin to become a christian.
