As much as I hate Islam (and believe me I do hate Islam), I don't see that story as being representative of Islam or religion in general.
Firstly, of course, the abuser has been sentenced in court for a crime, so it's not as if Saudi is excusing the actions or saying they aren't wrong/criminal. Secondly, people get away with horrendous crimes only to be given light sentences all the time, and this instance is no different.
Thirdly, he was fined 200,000 riyals (approx AUD $51,000), which is a large amount of money. Sure you can't put a price on human life, but that still forms a part of his sentence. There are plenty of children that get raped/murdered/trafficked with no retribution ever made.
Lastly, you have to remember that Saudi, besides being Islamic, is very backwards, even by Islamic standards. Most Muslim countries have moved way past where Saudi is at present. It's one thing to treat women and children as possessions - if you fucking respect your possessions and look after them that is. It's another to treat them like possessions AND mistreat your own possessions.
