Answer: They are subject to prosecution the exact same way that heterosexuals are prosecuted. If four witnesses see the act of sexual penetration take place between a couple outside wedlock, the fornicator before marriage is flogged and the adulterer is executed.
Question: How does Islam deal with homosexuals who engage in sexual activity and who do not live in an Islamic state?
Answer: Like anybody else.
