It is not an obligation for those who have not received the Qur'an to believe in it. This is in the Qur'an itself. However, do not confuse this with belief in God or his Prophets. It is very likely, if not an absolute certainty that the ancestors of the papa new guineans or native americans had some Prophet come to them at some point to teach them about God. But as for the Qur'an itself, then God doesn't punish those who have not heard the message (this includes people in Europe or elsewhere who may not have had access to the Qur'an)
