It has to do with cracking whips, not (as some might imagine) a slave driving whip, but a locating whip commonly used by swamp ranchers to keep into contact with each other (and keep their cattle inline) in dense and hostile terrain.
(though the term is even older yet having different meanings as you go through time..now it just means white like a saltine overall, yes. You might take it to mean someone with deep roots in Florida or Georgia's history....if you wanted to be a little more civilized about it)
