Hmmm... I had not thought of water. I still think 9 billion is under the limit. Perhaps it is an economic limit? At the very least, we can force water restrictions, desalinize the sea, and clean up water sources. It might not be the 72 billion I guessed (with absolutely no figures, too), but 9 billion just seems lower than a true max population limit.
