Pro-tip, if you look up and see a face, generally not the ass-side (and if, by chance, you do happen to look up and see a face on the ass side, you're not a rescuer, but a recoverer - of a body). Imposing morality by force is counterintuitive - if imposition of concepts by force features as a negative in that morality. I mean honestly, forcing someone to do what you want is exactly what's already going down here - how would more of that help? The idea behind foreign aide is that by funneling funds to acceptable channels we might be able to remove the local populaces reliance on whatever elements we deem as unacceptable by affording them some freedom in basic services (and often protection). Oppressive regimes thrive on poverty and misery, and so alleviating that would seem to be a good idea - that's laying aside the simple urge to help. Not saying that this always or even often turns out very well or works as intended- but the alternative is often to simply sit back and watch while people wither. At the end of the day, and this is just my opinion - if you simply cannot dis-entrench those unacceptable elements it makes very little sense to punish the gp for your failure in that regard...and so even if you know that a portion of that aide falls into "the wrong hands" it;s difficult to stop sending it.
Mind you, I rail against this all the time, but deep deep down, I couldn't be the guy that said "nope, cut the funds".
