The police explained it by way of an analogy: If someone texts you and says "I'm gonna burn your house down", not illegal. If they show up on your porch with a can of gasoline and say the same thing, it is.
In my state all it takes for a criminal threat charge is to tell someone you're going to harm them and they have reason to believe that you will. So if you're horsing around with someone and they laughingly say "I'm gonna kick your ass" then it's not a threat. But if someone's pissed off at you, carrying a baseball bat and says, "I'm going to kill you" then it would be a criminal threat. Same goes if some pussy sends you a text saying that he's going to kill you. All you have to do is tell the cops you believe he might try it and they can charge him.
