Sure there is. Put her in prison and throw away the key and the owners of those privately owned prisons stand to make a buttload of money. I can't understand why they never did that.
Personally, I'm glad she got into a treatment program so she could get the help she needs. Our prison system is focused more on punishment than it is on rehabilitation, the end result being that we lock people up for a set amount of time and then let them back out, with them being even more pissed off and messed up and learning ways to be better criminals. Sounds like a good system, don't it?
