they believe that the dictator is god so within their belief system he can do that
whether he actually can or not is irrevelant
kim jong il and his son can change the terrain of north korea from sea to land by using their god like powers and the people believe this because they have never left the country and he tells them that they are at constant warfare with the united states like in 1984 but they give the land back because it tainted or evil
the information in the documentary is still accurate and useful
