If the executioners reason for existing is to execute people and the supreme lawgiver removes the protective laws which protect said person from the executioner who is responsible for the execution?
Maybe a different analogy. We have one nuclear missile resting expectantly in a silo somewhere. The missles A.I. only knows that it must surmount every obstacle it encounters (i.e. counter-measures) to reach it destination and KILL millions of people - that's its job, to destroy. Yet it cannot do anything until someone presses the button and activates it.
