What, exactly, does this group think is going to happen to those who are caught in possession of a bible? Or worse, who has actually converted?

Wow... I can tell you and your peers really thought this one out.
No, my thoughts would be to help the people of North Korea with what they actually need: food, medical supplies and other assistance. Not replacing a quasi-religion with another religion.
And these people aren't thinking of the consequences of their actions: people found with bibles are going to be executed by the authorities.
I'm reminded of the Christian groups who turned up in Haiti after the earthquake, all smiles and full bellies, with bibles to hand out to the starving, homeless, traumatised survivors and somehow thought they were doing those people a favour.
Help them with material support first. You can try to convert them later if they're willing.
