By default Chrome in Windows picks up it's proxy settings from IE.

Have you tried resetting to default settings? :

Click the Tools (spanner) menu.
Select Options.
Click the Under the Hood tab.
Click Reset to defaults.
In the confirmation dialog, verify your selection by clicking Reset to defaults.
Click Close
