These questions are senseless and you would know the answer if you know anything about Islam. Rape is never justified.
The reason the man receives lashes as well if he's married is for the punishment of committing adultery and having sex with another and then received the punishment of execution for rape.
If the woman is wearing hijab it's fine while talking to a random man and a man talking to another man randomly. If the individual is well mannered he will say As Salamu Alaikum ( peace be upon you) or the response to that which is walaikum as Salam ( and unto you peace)
