You said authentically buddhist as if somehow Tibetan Buddhism itself was authentic. From a religious viewpoint Tibettan buddhism or 'Vajrayana' is probably the least authentic and most devolved from the Hinayana.
In Thailand Buddhism is definitely a means where the government seeks to control the masses it is interwoven with extreme veneration for the King. Tibetan buddhists have no problem leaving tibet, China does not stop people leaving the country. Nothing stops Tibetans leaving for India, Bhutan or Nepal.
