A: If I sicced bears on children for making fun of my (non-existent) baldness, I'd be charged with murder.
B: It makes perfect sense for the rules to apply to him as well as ourselves. If the maker of the rules doesn't himself follow them, it sets a bad example and provides no positive incentive for the rule to be followed.
