well in a sense, yes. When you are born you do things by your own thought but as time changes your "original" personality is shifted. So you are technically born with an original personality but it changes...
EDIT: But then comes unavoidable changes like puberty where guys are always thinking about sex... and they start to make penis jokes... so its like a roller-coaster ride when it comes to personality
