I really don't think that anybody's actually denied that Herod the Great or Pilate existed. In fact, I believe that much of the New Testament is based, however loosely, on real events of the time. At the very least, it (miracles aside) seems to be more historically plausible than the Old Testament. Of course, anybody can make some shit up and put the names of legitimate historical leaders in their fiction, but only in the case of the Bible does anybody claim that makes the entire thing true.
