It does, but in this particular instance most theologians refer to the time when Satan was Lucifer and rebelled against god. This part of scripture is supposed to be a retelling of what happened that led Satan to be cast down to Earth. Verse 8 gives it away where it states: 8.And prevailed not; neither was their place found any more in heaven. Indicating that he was still an inhabitant of heaven.
The free will argument is boring and contradictory. There is no choice really, accept Jesus as your lord and savior or no matter how good a life you have led without religion you are going to burn in hell for all eternity. That is like someone putting a gun to your head and saying that they will kill you if you don't say fuck you Jesus and you are a devout Christian. Some choice huh?
