It's not a matter of the "veil of their hearts" remaining; it's about lifting the veil that had prevented them from seeing clearly.
I, like lots (maybe most?) atheists was a former christian. I took up a study of the history of the Bible with an intent to understand it better and thereby become closer to God. Of course, what actually happened is that I learned that the Bible is a wholly man-made mix of folklore, superstition and politically motivated propaganda meant to control people. Eventually, I came to realize that there is no good reason to believe in gods.
Similarly, a lot of christians go into bible college or seminary all "on fire for the lord" only to see their faith erode as they actually STUDY the bible. And, don't forget The Clergy Project, comprised of clergy members who started off "faithful" but became non-believers as their careers progressed.
People who believed just as intensely as Rev claims to — but who came to know the Bible better than he apparently does — have moved on from those beliefs. What does that tell you, Rev?
(He'll probably say Satan got ahold of them, or something equally stupid. Just you watch.)
