I agree that users should be able to (possibly forced to) see the rules and the privacy policy before proceeding with their registration.
Perhaps it would be far easier to simply add the two links (to the rules and to the privacy policy) to the agreement they see at registration time and disable the continue button until both those links have been pressed.... [oh the mess that would ensue!
