The state has an interest in not stirring up unrest. The plate is the property of the state. State property should not be used to stir up unrest.
Last, I'll repeat myself that the state should either allow all speech on its plates and accept the consequences thereof or not allow any speech on its plates. These games of deciding what speech is okay and what isn't allows too much room for abuse.
To be perfectly clear, atheism doesn't induce violence or unrest. Don't make atheism liable for the deeds of the moronic theists who might possibly deface private property because someone has the audacity to believe differently than they.
Also, let's not pretend that the state has a massive asset in vanity plates. The person the plates are issued to is liable for the damage anyhow. Add to that the probability that the plates are the thing someone would vandalize and not the car itself...
And all you have are ridiculous excuses for discrimination.
