It isn't necessary to decide on a goal and then turn the creative process into merely a struggle to impose that goal on the materials at hand. Yes, I agree with you, W, that if there is a creator being like the one I am positing there is, the creative process will not be limited to the confines of whatever our creative powers are capable of, be it either high or low art. Actually, I rather like the imagination of a creator being setting a universe into motion and having no idea of how it will all turn out.
