It isn't more open because there is a perception that a flood of immigrants who are allowed to work will dilute the ability of the Americano to command a living wage. A closed boarder is just as racist as a minimum wage in my opinion(minimum wage in this country was implemented to keep Blacks and Orientals from underbidding whites in the labor market).
