I think she is saying that modern feminists focus on slut shaming too much whilst completely ignoring the frankly terrible treatment of women in other countries. Its like if I called a woman a 'bitch' and they get really offended by it, but at that exact moment, a few thousand miles away, a woman is being whipped for being raped. Its like: get your priorities right.
This seems an example of first world problem shaming. Even though women in 3rd world countries have it much worse, everyone has their story to tell.

If you try to make a person (regardless of their gender) feel guilty for their sexual behavior, then that is slut shaming.
I don't think so. (Wouldn't be the first time I was wrong of course.) I think slut shaming is specifically about coming down harder on women than on men.
Rape culture -to me- is about dismissing rape with an attitude of "boys will be boys". One sex's youthful hijinks can't make the other sex's violation okay. Suppressing what may come naturally is precisely what is at stake. Pro-social behavior means not sticking your dick where it isn't welcome (unless you're play acting of course).
