No. That is false. It is a widely believed myth and justification for employing terrorist tactics. Using violence to free oneself from from an unjust authority has been seen as socially, politically, and morally acceptable. Using terrorism to achieve these ends is not. Blowing up pizza parlors full of children is not the primary tactic of insurgents fighting guerrilla wars against a national military/police force, for terrorists it is.
