That means they have to apply that to the police dept. Just because they enforce the law does not make them above it. It has been proven that Michael Brown was unarmed and out of melee range. He posed no threat that required lethal force. So there is no controversy here. That cop committed voluntary manslaughter. A teenager is dead because we was walking in the middle of the street.
