I would say evil is nothing more than a empirical cultural term used to lump behavior that appears to us to be motivated by the desire to harm us and which we are unwilling to excuse. In fact we often label as evil that which could very well be good for the majority but bad for us individually or for our small in group("socialism is evil"), The term Evil is therefore more often an opportunistically used, culturally loaded blundgeon with demonstrable utility in trying to beat down interests opposed to our own.
Neither the actual use of the term, nor the motivation behind its use, is by any means consistent, nor is there really any independent characteristic, separate from our immediate perception, that would unify all things we label as evil. So evil has no independent existence other than in our choices in labels.
